Why do cops never shoot at people who run away?

In my understanding, police officers are trained not to shoot at fleeing suspects due to legal, ethical, and tactical reasons. Legally, the use of deadly force is only justifiable when there's an imminent threat to the officer or others. Ethically, it's important to respect every individual's right to life. Tactically, shooting at a moving target can lead to missed shots and unintended harm to bystanders. So, it's not that cops never shoot at people who run away, it's that they're trained to avoid it unless absolutely necessary.
